Collins – Clark Scholarship

Frances M. Clark was born in Beloit on August 6, 1911, the eldest of four children to Judge John B. Clark and Mary Collins-Clark. Raised in Beloit, Frances attended local schools and graduated during the Great Depression with a degree in library science from UW-Madison. Despite economic challenges, she and her siblings all earned college degrees—a testament to their family’s deep commitment to education.

Frances’ dedication to learning carried into her career as the head librarian of the Beloit Public Library. She led with vision, overseeing the library’s move to its current location, and inspired countless young people in Beloit to discover the joy of reading. Frances passed away on June 11, 2004, at age 92, leaving behind a legacy of knowledge, opportunity, and generosity.

In recognition of her lifelong commitment to education and her loyalty to Beloit, Frances established this scholarship through the Stateline Community Foundation. This scholarship honors her parents, who instilled in their children a profound appreciation for education, and supports students as they pursue their own dreams.

Scholarship Details

This scholarship provides recipients an annual award to support tuition and other educational expenses. The scholarship is renewable for up to three additional years assuming the recipient maintains a 2.0 grade point average and is enrolled full-time (minimum of 12 credits per semester).

Eligibility Criteria

  • Graduate of an accredited Beloit high school (within the city or township).
  • Enrolled at a Wisconsin State University or County Technical School.
  • Demonstrates scholastic ability and a strong desire to succeed.
  • Shows financial need (must include a copy of your FAFSA).

Finalists for this scholarship will be invited for an interview and may be asked to provide a copy of their financial aid offer.
